The short answer
Meta charges for every WhatsApp message that is delivered, by its category and the recipient's country. In the rates effective 1 October 2026 a marketing message costs $0.0576 in Saudi Arabia and the UAE, $0.0644 in Egypt, $0.0792 in Kuwait and $0.0341 in Qatar. A utility message costs $0.0107 in Saudi Arabia, $0.0157 in the UAE and $0.0036 in Egypt.
Business owners ask: “how much does Meta take for each message?” and “why is our price per message different from another country's?” This table answers from Meta's own files, with the effective date and currency beside every number.
How much is a WhatsApp message in each country?
These are Meta's official rates per message in US dollars, effective 1 October 2026, as shown on the rate card published on Meta for Developers' pricing page:
| Market | Marketing | Utility | Authentication | Service | Authentication-international |
|---|---|---|---|---|---|
| Saudi Arabia | 0.0576 | 0.0107 | 0.0107 | 0.0107 | 0.0598 |
| United Arab Emirates | 0.0576 | 0.0157 | 0.0157 | 0.0157 | 0.0510 |
| Egypt | 0.0644 | 0.0036 | 0.0036 | 0.0036 | 0.0650 |
| Kuwait | 0.0792 | 0.0440 | 0.0440 | 0.0440 | 0.1200 |
| Qatar | 0.0341 | 0.0120 | 0.0120 | 0.0120 | — |
| Oman | 0.0341 | 0.0247 | 0.0247 | 0.0247 | 0.0600 |
| Iraq | 0.0341 | 0.0079 | 0.0079 | 0.0079 | 0.1280 |
| Morocco | 0.0414 | 0.0230 | 0.0230 | 0.0230 | 0.0811 |
| Rest of Middle East: Jordan, Bahrain, Lebanon, Yemen | 0.0392 | 0.0091 | 0.0091 | 0.0091 | — |
| Rest of Africa: Algeria, Tunisia, Libya, Sudan and others | 0.0225 | 0.0040 | 0.0040 | 0.0040 | — |
| Any country not listed (Other) | 0.0604 | 0.0077 | 0.0077 | 0.0077 | — |
A dash means Meta publishes no authentication-international rate for that market. Rates are in US dollars per delivered message, before any volume-tier discount.
And what are the rates in riyals and dirhams?
Meta publishes rate cards in 16 currencies, including the Saudi riyal (SAR) and the UAE dirham (AED). These are the marketing and utility rates in both for the region's main markets, effective 1 October 2026. The Egyptian pound is not among the rate-card currencies, so Egypt is read in dollars, riyals or dirhams:
| Market | Marketing SAR | Utility SAR | Marketing AED | Utility AED |
|---|---|---|---|---|
| Saudi Arabia | 0.2159 | 0.0401 | 0.2115 | 0.0393 |
| United Arab Emirates | 0.2159 | 0.0588 | 0.2115 | 0.0576 |
| Egypt | 0.2413 | 0.0135 | 0.2364 | 0.0132 |
| Kuwait | 0.2969 | 0.1649 | 0.2908 | 0.1615 |
| Qatar | 0.1278 | 0.0450 | 0.1252 | 0.0440 |
| Rest of Middle East | 0.1470 | 0.0341 | 0.1440 | 0.0334 |
How is the price of a message set?
A message's price is set by two factors: its category and the recipient's country code, not where your company is. Meta says it charges only for delivered messages, not sent ones, and does not charge for messages from users to businesses. So a company in Cairo messaging a Saudi customer pays the Saudi rate, and a company in Riyadh messaging an Egyptian customer pays the Egyptian rate.
What are the WhatsApp message categories?
WhatsApp messages have four categories that Meta bills, plus a fifth, Meta Business Agent:
At Injaz AI we pick the right category for each template, so you don't pay the marketing rate for a utility message.
- Marketing: template messages for promotional goals.
- Utility: template messages for transactional or informational purposes, such as a booking confirmation.
- Authentication: template messages for identity verification, such as a login code.
- Service: any non-template message a business sends inside the open customer service window (24 hours after the customer's message) that is not powered by Meta Business Agent.
- Meta Business Agent: messages powered by Meta's own agent product, billed by the tokens used, at $2.00 per million tokens in the rate card.
What changed on 1 October 2026?
On 1 October 2026 service messages became charged, after being free since 1 November 2024, and utility messages inside the 24-hour window became charged too, after being free since 1 July 2025. These are the main changes:
- A service message costs the same as utility and authentication in each market, and volume tiers do not apply to it.
- Meta gives every business phone number its first 1,000 service messages free each month, with no roll-over, and charging starts from message 1,001.
- Without a payment method on the account, service messages are not delivered once the free tier is used.
- The free entry point window (72 hours after a click on an ad that opens WhatsApp) stays free for marketing, utility, authentication and service messages.
- Meta updated 40 rates: marketing rates rose in 7 markets including Saudi Arabia, the UAE, Kuwait and the Rest of Middle East, and Kuwait, Oman and Iraq moved out of the Rest of Middle East rate to rates of their own.
When do you pay nothing for a message?
You pay nothing in three cases Meta lists: messages from customers to your business; any message inside the 72-hour free entry window after a customer taps an ad that opens WhatsApp on the Android or iOS app; and the first 1,000 service messages each month per business phone number. Service messages also stay free beyond that for eligible government and non-profit organisations through 31 December 2027.
The Injaz AI chatbot uses this window: it replies to your customers inside it without message fees.
How do volume tiers lower the price?
Volume tiers lower the price of utility and authentication messages only, not marketing or service, and in the region's markets start after 100,000 utility messages a month. Meta says counting is per market and category, pooled across all accounts in the same business portfolio, and resets to zero at the start of each month. In Egypt, for example, the utility price stays at $0.0036 up to 100,000 messages a month, then falls 5%, and the top tiers reach a 25% discount.
When is the authentication-international rate charged?
You are charged the authentication-international rate if your business is eligible and its primary location differs from the user's country. Eligibility is reached when your business sends more than 750,000 messages outside customer service windows in 30 days to users in countries with this rate, and it is permanent once reached. Regional countries with the rate include Egypt, Saudi Arabia and the UAE, and Meta added Kuwait, Oman, Iraq and Morocco on 1 October 2026.
How do you work out your monthly budget?
Work out the budget by multiplying the delivered messages in each category by its price in the recipient's country, then adding the results. A worked example on the rates above: 10,000 utility messages to Saudi Arabia is 10,000 × 0.0107 = $107.00, and 10,000 marketing messages to the UAE is 10,000 × 0.0576 = $576.00. That is before volume-tier discounts and before any fee a solution provider adds on top of Meta's rates.
- Split your monthly messages into categories: marketing, utility, authentication and service.
- For each category, write the number of messages to each country, since the price follows the recipient's country.
- Subtract the first 1,000 service messages per business phone number, and subtract messages inside the free entry window.
- Multiply each count by its rate in the table and add the results.
- Ask your provider about any fee added on top of Meta's rates, and about the invoice currency.

FAQ
Do I pay for sent messages or delivered ones?
Delivered ones only. Meta says it does not charge for sent messages that are not delivered.
Does the price change if my company's number is in another country?
No. The price follows the recipient's country code, not your company's location.
Is a chatbot's reply to a customer still free?
Not after 1 October 2026: the first 1,000 service messages each month per business phone number are free, then each message is charged at the utility rate of its market, except inside the free entry window.
Are there prices in Egyptian pounds?
No. Meta publishes rate cards in sixteen currencies, including the dollar, the Saudi riyal and the UAE dirham, and the Egyptian pound is not among them.
